Create a new document. You can decide yourself the size of the document.
Create a new layer, use the rectangular marquee tool to drag a rectangle shape on the center of the document.
Fill the area with #E8E0BE, a tan brown and press CRTL + D to deselect.

Create another new layer and fill it with 50% grey.

Go to Filter -> Noise -> Add Noise and set it to 10%, Gaussian, Monochromatic.

Change the layer mode from normal to overlay
Create a new layer
Set the foreground and background to black and white by pressing on ‘d’. Go to Filter -> Render -> Clouds.

Change the layer’s mode from normal to color burn and set the opacity to 50%.

The next step is to distort the edges of the paper. Select the tan-coloured layer. Go to Filter -> Distort -> wave. Experiment with the settings to get a satisfied result. You can use the following settings to create the distortion for the edges, however it may vary depending on the size of your canvas.

Click on CRTL + F to apply the same settings to the remaining 2 layers.
Your final product should look like this:
