Create a new document depending on the length of the navigation you want. For this tutorial, we are using 400 x 40 pixels. Select the rectangular Marquee tool and make a selection in the center and fill it with black

Go to layers -> layer styles -> gradient overlay. Double-click the gradient and use apply the following settings:

Then click the tab that is found at the side call ‘Stroke’. Make the color: black, size: 1, position: outside. Now click the tab that says Bevel and Emboss and apply the following settings:

This is what your final product should look like:

Now you can use the navigation bar by adding some text to it, like the one shown below:
